When Roger Ward and his wife Dana, purchased a fledgling delivery service in late 2007, they could not have known the journey for which God had been preparing them. Before the opportunity presented itself, they were being equipped – through their military training, business seminars, and life experiences.

This was a busy week because the legislature is very near the second of the legislative deadlines they set at the beginning of the Session. By a week from Wednesday all non-exempt bills (i.e., except primarily appropriations, tax) will be considered dead for the Session. Most committee action will cease on March 16th and members will be on the floor the 17th -23rd. Conference committees, bills exempted by leadership, and possible action on a 2012 budget bill, will then take us to April 1st, when they adjourn until veto session.
Despite the flurry of activity, the stalemate continued on the first major appropriations bill of the year – HB2014, the Governor’s so called “rescission” or “cuts” for fiscal year 2011. It appeared for a time that the House had accepted the Senate proposal No. 7 on Thursday, but the House conferees indicated even though they were accepting, they were not going to enthusiastically support it and they expected it to die in the House Floor. At that point, the Senate conferees rejected the House offer as one not being made in good faith. The issue was how much of the $22 million, which both sides agree, must be added to state special education funding for FY 2011 to prevent the federal government from le ...
